About The Position:

This position works in the field performing water meter installations and replacements, recording water meter readings, locating and uncovering water meters, cleaning out debris and any accumulated water from meter boxes and correcting meter-related problems. Will also be assigned meter investigative and testing work.

PLEASE NOTE: Years of experience are based on a work schedule of 2,080 hours per year for full-time positions and 1,040 hours per year for part-time positions, and while work experience may substitute for education on a year-for-year basis, depending upon the job classification, education may not be substituted for work experience. 

 

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A High School diploma or General Educational Development (GED) equivalent.
  • Any experience in the metering practices of water distribution, including meter change-outs and meter reading.

Licensing, Certifications and Other Requirements:

  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.  The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Must possess upon hire or promotion and maintain Grade 1 operator certification from the Arizona Department of Environmental Quality within the discipline of Water Distribution.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
 

ESSENTIAL FUNCTIONS:

  • Changes out water meters independently of all sizes in various conditions, including testing and flushing water lines.
  • Restores disturbed excavated landscaped areas to prior conditions.
  • Operates a truck-mounted vacuum for meter box cleaning or excavation.
  • Cleans meter boxes; adjusts, resets, or replaces them as necessary.
  • Complies with all pertinent OSHA safety standards, including Confined Space Entry.
  • Reads meters and records water meter readings and meter condition codes in a hand-held computer.
  • Locates and corrects accessibility issues for buried or flooded meters.
  • Investigates meters for potential misreads, leaks, or failures.
  • Trouble-shoots and corrects meter recording, communication, and transmission problems.
  • Turns water meters on or off.
 

WORK ENVIRONMENT/PHYSICAL DEMANDS:

  • Perform manual work that requires standing and moving continuously.
  • Lifting, bending, and especially stooping repeatedly and sometimes lifting arms above shoulder level.
  • Digging soil or other heavy material from meter boxes.
  • Work in cramped spaces that may be muddy or in standing water.
  • Lift and carry or drag heavy objects (up to 50 pounds) both short and long distances.
  • Walk for long distances, bend and stoop repeatedly, use hand tool to lift and remove and replace meter box lid, walk to next box or vehicle, drive from meter location to meter location and exit and enter the vehicle repeatedly.
  • Traverse moderately rough terrain.
  • Work in adverse conditions including extreme heat and cold, wind, rain, and loud noise.
  • Exposure to dust, dirt, pollen, and traffic hazards.
  • Work flexible hours to meet department needs, including overtime; 8- or 10-hour days are normal.
