Effective July 1, 2020, the salary range for this position is $8,969.00 - $12,737.00 /Monthly.

Irvine Ranch Water District is accepting applications for a Reliability Engineer who under general direction, will independently apply experience and knowledge to manage asset reliability risks that could adversely affect Operations through techniques that will result in loss elimination, the management of risk and life cycle of the assets.


  • Provide training and mentoring for other District staff with respect to asset management systems and practices. 
  • Assume project management responsibility and provide technical guidance to select, implement, and upgrade appropriate technologies (hardware and software) in collaboration with Information Services (IS);
  • Manage asset management activities including planning and scheduling. Develop, document, and maintain asset management business processes and practices.
  • Manage consultants appointed to undertake asset management projects and tasks.
  • Develop and maintain an Enterprise Asset Management (EAM) system which integrates with existing information technology systems e.g. the District's financial system (Oracle EBS), geospatial system (ESRI ArcGIS), etc.
  • Maintain the integrity and accuracy of asset database by tracking asset acquisition, replacement/decommissioning, and associated replacement costs and condition assessment;
  • Develop, implement and maintain a comprehensive and responsive, predictive, preventive, and corrective maintenance program for District assets.  Assist in developing and maintaining maintenance plans and Capital Improvement Programs (CIPs) for all infrastructure asset groups. Research and make recommendations on best and appropriate practices for asset management and maintenance systems.
  • Develop, implement, monitor and report on Key Performance Indicators (KPIs) for operational activities. Investigate and report on Enterprise Asset Management (EAM) performance measured against industry benchmarks and agreed upon performance indicators
  • Contribute to life cycle planning for management, rehabilitation and renewal programs for the individual assets and classes of assets.
  • Prepare reports for internal use and presentations to advisory committees, executive management and Board of Directors. Provide status reports on maintenance activity and KPIs as needed.
  • Produce and maintain updates of the Asset Management Plan that documents the state of the assets, levels of service, asset criticality, maintenance and CIP needs.
  • Acts as a liaison to provide input to ensure reliability/maintainability on new/modified installations.
  • Develop/Coordinate/Manage the Predictive Maintenance Programs.
  • Define/design/develop/monitor and refine an Asset Maintenance Plan that includes Value-added preventive maintenance tasks/program.
  • Effective utilization of predictive and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems. 
  • Lead in the Development of the Maintenance Strategy/Plan for the large-scale activities by determining the appropriate generalized scope, frequency and coordination in the overall scheduling process (Turnaround Type Activities).
  • Investigate equipment failure to derive understanding, learning and recommend action to correct/prevent.  Develop report/presentation to share learnings.
  • Develop engineering solutions to repetitive failures and other significant problems (i.e. capacity, quality, cost or regulatory compliance) that adversely affect the District's operations.
  • Assist or lead efforts with Production to perform analyses of assets including:
    • Asset utilization
    • Overall equipment effectiveness
    • Remaining useful life
    • Other parameters that define operating condition, reliability and costs of assets
  • Provide technical support to production, maintenance management and technical personnel.
  • Apply/support value analysis to repair/replace, repair/redesign and make/buy decisions.
  • Ensure appropriate safety training for work being performed by staff.
  • Comply with District safety work-related practices and attend relevant safety training.


  • A combination of education and experience equivalent to a bachelor's degree in engineering or a related field and seven years of engineering experience is required. Master's degree in engineering or a related field preferred.


  • Thorough knowledge of theory, principles, practices and techniques of science and engineering as they apply to a large, complex potable/recycled water systems either through formal training or related experience highly desirable.  
  • Extensive knowledge of government/utility agency infrastructure asset management processes, procedures and practices including familiarity with PAS-55 and/or ISO 55000 on Asset Management or IBM Maximo is preferred.


  • Valid Class 'C' California Driver's License required.
  • Professional Engineer (PE) License is required.
