Applications are now being accepted for an Environmental Specialist or Sr. Environmental Specialist in the Environmental department at Ada County Highway District in the Boise, Idaho area. This is a full-time, non-exempt position with a starting wage range of: $26.11 - $30.02 DOQ/DOE.

Primary Duties:

  • The incumbent applies technical environmental and drainage-related knowledge and skills to develop and implement the Illicit Discharge Detection and Elimination components of the District’s Stormwater Management Program to meet obligations of NPDES Phase I and Phase II Permits. The incumbent is responsible for program implementation as it relates to predominantly dry weather stormwater monitoring but may assist with wet weather monitoring and effectiveness evaluation as necessary.  Must be able to establish and maintain cooperative working relationships with environmental compliance agency representatives, landowners, contractors, consultants, neighborhood associations, the public and other District employees.
  • Leads the Dry Weather Outfall Screening Program and MS4 map and outfall inventory.
  • Performs field investigations and surveys of District stormwater systems and maintains storm drain outfall inventory and attributes.
  • Conducts NPDES reporting activities and prepares material for annual NPDES reports and Stormwater Management Plan Documents updates.
  • Implements, and or develops, and evaluates district Environmental monitoring plans and program to ensure compliance with federal, state and local regulations as it pertains to stormwater.
  • Monitors and conducts field investigations of the Districts stormwater systems and surface areas; coordinating with other agencies to mitigate resolution.


  • Requires experience in water quality monitoring principles and environmental sampling protocols, quality assurance and control techniques, and small to mid-scale sampling plan design, development and implementation; knowledge of hydrologic concepts such as watershed delineation, storm drain investigation, pollutant source tracing investigations, and mapping.
  • Sr Environment Specialist: Requires considerable knowledge of water quality development and implementation programs; must have the ability to evaluate effectiveness of pollutant reduction activities, best practices and discharge mitigation/elimination programs.
  • Bachelor’s Degree in environmental science, geology, chemistry, biology, or environmental engineering.
  • The Sr Environmental Specialist also requires a minimum of 3-5 year of experience in a similar position.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be acceptable.
