The City of Bend Utility Department is actively recruiting for one (1) full-time Water Conservation Program Manager position. This opportunity is non-represented, and is an FLSA exempt position.

The Water Conservation Program Manager leads in developing, implementing, monitoring and evaluating water conservation and efficiency programs to include; public outreach campaigns; high-level policy advice; liaison with organizations having water conservation and efficiency related interests. The Water Conservation Program Manager is part of the Water Resources Team and focuses on demand management through water conservation and efficiency policies and programs.

Work requires broad knowledge in a general professional or technical field normally acquired through four years of college resulting in a Bachelor's degree or equivalent.  Position also requires a minimum of four years of experience in water conservation and water efficiency or a related field, one year of people management experience and a valid driver's license.
The ideal candidate will have relevant experience in the following areas: assisting with program development, implementation, monitoring, and evaluation of water conservation; community education and public outreach; cost/benefit analysis; high water use and leak audits for residential, commercial, and industrial, and Homeowners Associations (HOA); low-water use landscape design; landscape watering and irrigation system Best Management Practices, and assisting with preparation of grant proposals.  The ideal candidate will be able to work independently, be self-motivated, and have excellent communication skills. The ideal candidate will be proficient in Microsoft Excel, database management, and GIS. Preferred candidates would have EPA WaterSense approved certification related to outdoor landscape management.
