The City of Naperville's Water & Wastewater Utility is one of the state’s largest combined utility systems, operating both a water distribution system and a sanitary district with wastewater treatment.  The Water Utility consists of more than 1250 miles of main, serving over 43,000 customers in Naperville and in Warrenville (for their wastewater only).  Within a territory area of approx. 46 square miles, we serve a population of 162,000+.  The utility is known as a leader and innovator in asset renewal, sanitary sewer rehabilitation and maintenance activities.  A skilled & talented professional is sought for the vital position of Supervisor-Wastewater Collection & Pumping to lead the section’s considerable efforts, programs, and goal attainment.  The section consists of a Field Supervisor, a Utility Specialist, seven Utility Technician-IIs, one Utility Technician III and one Utility Technician IV. 

The Supervisor works closely with management, operations, professional and administrative staff.  He/she is responsible for the planning and administration of a $2.275 million Operation & Maintenance budget, as well as the Department’s flagship Sanitary Sewer Rehabilitation Program ($3.5M annually).  Working out of the Water Service Center facility at 1200 W. Ogden, the Supervisor is required to be on weekly standby every third week (ratio is 16:1).

The Supervisor is charged with managing personnel, materials and programs to maintain, rehabilitate and operate the wastewater collection and pumping system, which includes sanitary sewer mains, services, manholes, lift stations and storm water pump stations.  This individual will analyze and solve wastewater collection complaints and problems to maintain the section’s very high level of customer service to residents and businesses.

Other duties include planning, evaluating and coordinating preventative & corrective maintenance and rehabilitation/replacement of the wastewater collection & pumping system; coordinating the installation and operation of flow meters;  analyzing the accuracy of work performed and information received; planning, evaluating and coordinating the infiltration/inflow program; administering the backflow prevention device/storm water separation reimbursement program; administering the budget for operations/maintenance & CIP and purchasing materials for the section; and coordinating & communicating daily activities with the Water Distribution & Collection division manager (and peers of affected sections, divisions & departments). 

Additional duties involve data analysis, preparing various reports, maintaining accurate records, reviewing daily reports from field supervisors, scheduling section personnel, preparing bid specifications and administering contracts. 

Frequent local travel to city facilities and job sites within the Naperville city limits will be required.

To qualify, (at a minimum) you must possess:

·        a high school diploma, plus additional specialized and formal training typically acquired through 2 or 3 years of college or technical school.  

·        Five to seven years of related work experience   

·        Computer skills in word processing, spreadsheets, internet usage and e-mail 

·        A valid State of Illinois Class D Driver’s License

Within the first year of hire, the candidate must be able to obtain:

·        an IEPA certificate of competency as a collection system operator

·        NASSCO-certified PACP, MACP and LACP certification, and

·        a valid State of Illinois Class “B” driver’s license with tank & air break endorsements.

Preferred candidates will possess previous supervisory experience, and a related degree (Environmental Science, Civil Engineering, Construction Technology, etc.).  

Candidates receiving additional consideration will have demonstrated skills in effective communication and in managing personnel.  They will possess proven abilities to establish effective working partnerships with employees, administrators, residents, and contractors.  Similarly, they will possess demonstrated abilities to think independently, to exercise judgment and initiative, and to schedule, prioritize and reprioritize work effectively, economically, and safely.
