General statement of duties
Performs responsible supervisory work in the operation and maintenance of the City of Annapolis Water Supply and
Treatment Facility (WSTF) and associated facilities, does related work as required.
Distinguishing features of the class
The Superintendent is responsible for planning, organizing, and supervising the operation and maintenance of the WSTF
and related facilities. Work includes overseeing the functioning of the water supply wells, the quality of water treatment,
overseeing the renovation and repair of facilities, maintaining the calibration of instruments and related activities.
Supervision is exercised over subordinate plant operation and maintenance personnel. The work is performed with
considerable independence within established policies, procedures, and technical regulations. Works under the general
supervision of the Public Works Director.
Examples of work (illustrative only)
? Oversees the efficient operation and maintenance of the WSTF to provide safe and adequate water supply to the
public, including power supply, chemical usage, manpower requirements, maintenance requirements, and
equipment replacement;
? Trains, supervises, schedules, and disciplines subordinate employees involved in plant operations and
? Ensures adequate supplies of chemicals, spare parts, and equipment to maintain the WTSF, water tanks, supply
wells and related equipment;
? Maintains records needed to comply with State, Federal, and local laws and regulations;
? Maintains records of well draw-downs, power consumption, and water produced;
? Analyzes annual operating costs and makes recommendations for division budget;
? Recommends treatment changes and/or equipment changes to improve the quality of water and/or cost
effectiveness of plant operations;
? Carries a cell phone and is available and on call 7 days a week, 24 hours a day;
? Performs related work as required.


Required knowledge, skills and abilities
Thorough knowledge of plant operation, maintenance and equipment, and the various processes and stages involved in
the treatment of water; considerable knowledge of the maintenance requirements and repair methods relating to electric
motors, pumps and other plant equipment; significant knowledge of the hydraulics involved in fluid flow and of the
principles and practices of electricity as a power source; considerable knowledge of the hazards and applicable safety
precautions involved in plant operations; thorough knowledge of State and Federal laws regulating water treatment; ability
to plan, coordinate and supervise the work of other personnel either directly or through subordinate supervisors; ability to
solve routine technical problems requiring knowledge of hydraulics and electricity; ability to perform routine laboratory
rests; ability to plan, supervise and participate in a training program; ability to establish and maintain effective working
relationships with officials, employees and the public.
Acceptable experience and training
Extensive experience with a minimum of two years of supervisory experience in the operation and maintenance of a water
supply and treatment plant, and GED or graduation from high school and a minimum of an associate degree from a
recognized community college in science, engineering, environmental or business and supplemented by other college
level courses; or any equivalent combination of experience and training which provides the required knowledge, skills and
abilities. Possession of a Class IV Water Treatment Operator’s Certificate issued by the State of Maryland and the ability
to gain and maintain a Superintendent’s Certification as issued by the State of Maryland within six months after hire or
promotion. Possession of a valid driver’s license.
Additional requirements
Consent to chemical substance screening consistent with mandated Federal, State, and City guidelines and programs, to
include random tests for the detection of drug or alcohol use.

Physical ability: Strength and agility sufficient to lift and maneuver heavy objects such as 80-lb bags, chlorine cylinders,
heavy tools and equipment, to climb up and down ladders and steps, etc.
Visual ability: Sufficient to operate plant both day and night, to observe unsafe conditions or roadways, to read and write
reports, correspondence, instructions, etc.
Hearing ability: Sufficient to understand radio transmissions, conversations with other individuals both in person and over
a telephone.
Speaking ability: Sufficient to communicate effectively with other individuals in person, over a telephone and over a radio.
Freedom from mental disorders which would interfere with performance of duties as described.
