Directs District activities and services related to the planning, design, construction, and modification of facilities providing wastewater transmission, treatment, solids processing, and recycling. Works under the general direction of the District Manager and provides direction to the Treatment Plant, Transmission System, Electrical/I&C and Quality Control Division Heads and other engineering department staff.

Salary: $120,369.60 - $186,596.80 Annually

Typical Duties

1.     Participates with other department heads in providing direction in a 10-year programming, long-range planning, and strategic planning efforts, and prepares annual budget for all engineering management activities.
2.     Projects expenditures on capital construction projects for fiscal planning purposes.
3.     Responsible for the project administration under construction contracts and engineering agreements for the study, design, and construction of capital improvements.
4.     Presents reports on capital construction projects and planning activities to the Board of Directors.
5.     Responsible for the coordination of engineering studies, design, and construction-related activities with affected departments.
6.     Participates in the Northern Treatment Plant Program including activities such as design, construction, start up, implementation, and integration into the District.
7.     Serves on the Critical Incident Response Team and responds to critical incidents as identified in the Critical Incident Response Plan.
8.    Conducts performance appraisals for Division Heads and other direct reports and reviews all performance appraisals in the Engineering Department.
9.     Performs other managerial and administrative duties for the District Manager.




Minimum Qualifications
Bachelor's degree in engineering, five years' experience of progressive responsibility in management of engineering services, and at least three years of management or administrative experience related to the planning and construction of wastewater transmission and treatment systems. Registration as a professional engineer in the State of Colorado. Demonstrated organizational, supervisory, and communication skills.
Desired Qualifications
Advanced degree in engineering, business administration, or public administration, and knowledge of current or developing technologies in wastewater treatment. Previous experience in long-range planning of utility systems and administration of utility services.

The noise level in the work environment is usually moderate.
Physical Demands
The employee must lift and/or move up to 10 pounds 1/3 to 2/3 of the time and lift and/or move up to 25 pounds less than 1/3 of the time. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is required to sit and talk or hear more than 2/3 of the time.
