Salary: $108,134.00 - $117,000.00 (Yearly Salary)

Directs drinking water section of Houston Water Regulatory Compliance for the City’s 7 Public Water Systems.  Sections managed include the Regulatory Compliance Field and Technical Teams, Drinking Water Quality Laboratory, and Cross Connection Control Program. Develops teams and directs managers towards completion of all state and federal safe drinking water act regulatory requirements.

Helps interpret regulatory laws, codes and ordinances. Researches and evaluates state and federal developing regulations, and legislative activity related to public drinking water supplies. Creates procedures and performance standards for Regulatory Compliance and Drinking Water Operations. Acts as liaison to regulatory bodies, and other public water systems. Supervises and monitors quality control efforts of personnel and external consultants.  Attends and conducts meetings and conferences.  Provides technical expertise in researching, developing, redesigning, monitoring and implementing various plans, designs and projects.  Trains and develops new hires and existing staff personnel. 

Performs general administrative activities to provide support to departments.  Manages requests for services and establishes performance standards.  Coordinates database management.  Recruiters, selects and hires technical personnel to enhance productivity.  Interfaces with departments to achieve goals and objectives.  Manages major departmental function.  Establishes goals and evaluates section, develops and evaluates performance, develops and manages budget.

Requirements

EDUCATIONAL
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.


EXPERIENCE

Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

PREFERENCES

Preference will be given to candidates with prior experience in drinking water regulatory compliance at a management level, as well as familiarity with 30 Tex. Admin. Code ch. 290 and Safe Drinking Water Act requirements.
